It should be the consistency of regular shampoo - a slightly thickened liquid. The amount of water to add will vary depending on the soap, which is why I say to cover the grated soap and add more if necessary.<br /><br />I have short hair and it works very well. I would think if your hair felt gluey after shampooing it wasn't all rinsed out properly? Firstly, it went lumpy then when I used it it made my hair clump together and feel gluey, certanly not shiny and soft! It didn't lather but I'm guessing it wasn't meant to.
